In a significant step forward for LGBTQ+ rights, the city of Ithaca, New York, has declared itself a sanctuary for transgender people. This milestone was reached on September 6th, following the passage of a groundbreaking bill aimed at protecting access to gender-affirming care and strengthening anti-discrimination laws. The move solidifies Ithaca’s commitment to inclusivity and sends a powerful message of support to the transgender community.
Central to the new legislation is a clear reaffirmation that discrimination based on gender identity is unequivocally illegal within the city. This legal provision underscores Ithaca’s dedication to fostering an environment where all individuals, regardless of their gender identity, can live their lives free from discrimination and prejudice.
One particularly noteworthy aspect of the law is its stance on cooperation with law enforcement officials from outside the state. Ithaca has taken a principled stand, refusing to assist officials from other states who may seek information about or attempt to extradite transgender individuals who have relocated to New York in search of gender-affirming care. This measure offers a lifeline to those fleeing regions where such care is still illegal and practitioners of lawful gender-affirming care.
Jorge DeFendini, a member of the Ithaca Common Council, expressed his thoughts on social media, stating, “Ithaca is officially a safe haven for those seeking and providing gender-affirming care. Now continues the work to ensure easy access to said healthcare so queer Ithacans can safely and securely live their lives as authentically as they deserve.”

Ithaca’s bold declaration comes on the heels of a series of legislative actions taken by New York Governor Kathy Hochul earlier this year to safeguard the LGBTQ+ community in the state. Hochul signed five bills into law, marking New York as a “safe haven” for transgender individuals. Among these measures was a prohibition on out-of-state agencies and laws interfering with gender-affirming care within New York. Additionally, two bills were enacted to promote gender-neutral language in state laws and on government websites.
Governor Hochul, in a speech preceding the signing of these bills, condemned other states for their anti-LGBTQ+ policies, emphasizing that no American should endure such injustices. She highlighted New York as a beacon of progress and inclusivity, presenting a model for the rest of the nation on how to protect LGBTQ+ rights and dignity.
These legislative victories in New York stand in stark contrast to the prevailing climate in much of the United States, where numerous states have enacted laws aimed at restricting transgender rights. Approximately 20 states, including Texas, Tennessee, and Georgia, have introduced legislation targeting gender-affirming care for minors, sparking legal challenges and nationwide debates.
According to data compiled by the American Civil Liberties Union (ACLU), there are currently about 130 pieces of legislation related to trans healthcare under consideration across the United States. The Ithaca declaration and New York’s progressive measures represent a significant counterforce against these regressive efforts, emphasizing the importance of upholding the rights and well-being of transgender individuals.
In a world where transgender rights are increasingly under threat, the actions of Ithaca and New York serve as a beacon of hope, a reminder that progress can be made, and that every individual, regardless of their gender identity, deserves respect, dignity, and access to the care they need to live their authentic lives.
